ABSTRACT
This work-in-progress paper examines the specific organizational constructs that can lead to improved organizational efficiency and competitiveness in the public sector. Our primary research question asks how can complex public sector bureaucracies improve performance and reduce inertia. Our theoretical model proposes that competition is a driver for change and innovation in the public sector, and we examine this construct using big data analytics as a tool for transformational government (t-government). The profit motivation characteristic of the private sector is absent in the public sector, yet we recognize that competitive forces are just as relevant. We review the relevant literature on bureaucracies, organizational capabilities and t-government and propose a case study methodology to develop this research.
